Not too many.

Helmet use is the unusual practice around the world and riding without a helmet is unlikely to be seen as irresponsible or dangerous because helmets have little to do with safety.

Regular people, regular clothes, regular transportation. A bike fits right in.

It’s also quite a stretch from cruising without a helmet on your head to endangering a child. There’s no mention of whether he’s current on his vaccinations or has an emergency plan established should his home set ablaze, but I’m going to give him the benefit of the doubt.
